Enable mobile chit installment scrolling

Summary

Made chit installment history horizontally scrollable on narrow screens, preserved card clipping, and aligned the Installments heading with the Paid on column.

Decisions

• Kept overflow clipping on the outer card and introduced a dedicated touch-scroll wrapper around the table
• Set a 600px minimum table width so columns and row actions remain usable instead of collapsing

Learnings

• Horizontal table scrolling requires overflow on an inner wrapper when the containing card intentionally clips overflow
