Ship reserve overlay ledger gates

Summary

Redesigned reserves movement dialogs so the accounting effect is the first readable line, kept funded expenses on one screen, and shipped a draft PR for the ledger workspace.

Decisions

• Use a full-width effect strip (outside analytics, into-normal, or not a movement) instead of a muted subtitle plus duplicate form footnotes
• Keep irreversible funded-expense copy on the same fill screen rather than a second review step
• Drop the sticky save-bar fog on short dialogs so the name field no longer collides with actions

Learnings

• A leftover identity transform from fade-in animation-fill-mode both makes position:fixed overlays attach to the page, not the viewport
• A viewport-covering backdrop can close on the same click that opened it unless the first milliseconds are ignored
